use is consistent with the short and long term needs of the Waikoloa Village area as <br /> outlined in the SKCDP. <br /> D. County Zoning <br /> The County zoning of the subject site is Single Residential (R-10). Section 25-5-3 <br /> (b)(3)of the Zoning Code allows the requested use in this zone,subject to a Use Permit. <br /> In the process of developing the project, all land use and development codes such as <br /> drainage, parking, setback, height, landscaping, and the like will be complied with. <br /> In that regard, please note the following: <br /> l. The height of the new building structure is less than 20 feet,whereas the maximum <br /> height limit for the site's RS-10 zoning is 35 feet. <br /> 2. The required parking would be provided on- site. There is no offsite parking. The <br /> zoning code requires one(1) stall for every 75 square feet of sanctuary space,which <br /> translates to a maximum of 25 stalls for the 1,911 square foot church area of the <br /> 4,069 square foot structure. For the phase 2 classroom space, one (1) stall is <br /> required for every 20 students. Based on a maximum of 40 students, only two (2) <br /> stalls would be required. Using the more restrictive ratio of one (1) stall for every <br /> 300 square feet, the projected 402 square foot area would require 1 stall. <br /> 3. The required setbacks from the property line are fifteen (15) feet from the side of <br /> the Baptist Church and five (5) feet from the Elementary School and twenty-five <br /> (25) from the front and rear. <br /> 4. Landscaping shall be provided for compliance with Rule 17 of the Hawaii County <br /> Zoning Code. A landscape plan shall be submitted as part of the plan approval <br /> application. It is intended to install(1) tree and(10) shrubs per every 35 linear feet <br /> of frontage to Paniolo Avenue and in the sideyards. Additionally, there will be (1) <br /> shade tree per 12 parking stalls therefore 4 shade trees will be required. The site <br /> will have a functioning drip irrigation system. The project site will also have more <br /> then 20% of the lot area landscaped in accordance with Rule 17. <br /> It should be noted that pursuant to Section 25-4-54(d), paved parking is not <br /> necessarily required, provided that the material being used will eliminate erosion, <br /> mud, and standing water. As such, should this Use Permit be approved, The <br /> Applicant will have the proposed parking area paved. <br /> E. Special Management Area <br /> The subject site is not situated within the State of Hawai'i Special Management <br /> Area (SMA). No further action is required. <br /> 10 <br />
