• To enhance the overall quality of life in our residential communities. <br /> Land Use Element(Commercial) <br /> Goals <br /> • Provide commercial developments that maximize convenience to its users. <br /> • Provide commercial developments that complement the overall pattern of <br /> transportation and land usage within the island's regions, communities, and <br /> neighborhoods. <br /> Policies <br /> • Commercial facilities shall be developed in areas adequately served by <br /> necessary services, such as water, utilities, sewers, and transportation <br /> systems. Should such services not be available, the development of more <br /> intensive uses should be in concert with a localized program of public and <br /> private capital improvements to meet the expected increase needs. <br /> • Distribution of commercial areas shall be such as to best meet the demands <br /> of neighborhood, community and regional needs. <br /> • The development of commercial facilities should be designated to fit into <br /> the location with minimum intrusion while providing the desired services. <br /> Appropriate infrastructure and design controls shall be incorporated into the <br /> review of such developments. <br /> Discussion <br /> The project is located in an area where the basic infrastructure is or can reasonably <br /> be made available to the site. Its development will not result in having the <br /> government and public utility companies to extend its services. <br /> The site is currently underutilized, relative to its residential zoning. While there is <br /> a residence on the site, there is void of any active agricultural activity. Thus, the <br /> proposed use would be generally consistent with the existing character of the <br /> surrounding quasi-residential and commercial uses. Like residential communities, <br /> the church prefers a tranquil environment. <br /> At the same time, there would be some measure of economic benefits to the <br /> surrounding area, as the facility would have to purchase goods and supplies. <br /> Additionally,members and their guests will also frequent the local and other nearby <br /> communities. <br /> 19 <br />
