The site of the proposed monopalm, antennas and related structures is zoned Residential <br /> 10-acre (RS-10),by the County. Telecommunication sites are listed as a permitted use <br /> under Hawai'i County Code, Chapter 15-4-12,with the approval of a Use Permit. <br /> D. Special Management Area <br /> The proposed site location is located outside of the SMR and approximately 4 miles from <br /> the coastline. Therefore,the County of Hawai'i SMR rules do not apply. <br /> E. Hawai'i Revised Statutes, Chapter 205A, Coastal Zone Management Act: <br /> The Subject property is located approximately 4 miles from the shoreline. The proposed <br /> use of the subject property will not negatively impact recreational resources, or visual <br /> resources to or form the shoreline, including access to and along the shoreline or coastal <br /> ecosystems. Therefore no scenic or open space resources to the shoreline coastal view <br /> plane or coastal ecosystem will negatively impacted by the proposed action. Please see <br /> Section 9 of this application for a more complete discussion of Chapter 205A objectives <br /> and compliance. The proposed project will not have any impact on access to the Coastal <br /> areas. <br /> F. Access: <br /> The subject property is surrounded by the regional roadway systems and residential lots. <br /> The property is not used for access to the mountains or any mountain feature,therefore <br /> no public access to these areas will be impacted by the proposed action. <br /> G. Historic District: <br /> The subject parcel is not located within any Historic District. No historic or cultural <br /> features will be impacted by the proposed action. <br /> SECTION 7—INFRASTRUCTURE CONSIDERATION <br /> A. Traffic/Access <br /> The proposed telecommunication site will take access off a paved road from Paniolo <br /> Avenue, onto a new, approximately 320 feet, 12' wide dirt road that leads to the project <br /> site. Minimal traffic will be generated by the proposed action as site visits will occur <br /> from approximately one to four times per month utilizing a van—type vehicle. There is <br /> adequate area for the vehicle to park during these visits. This is an unmanned facility that <br /> is self-monitored. <br /> B.Water Availability <br /> Water is not required for the proposed telecommunication tower and related structures. <br /> C. Sewage Disposal <br /> There is no requirement for sewage disposal by the proposed telecommunication tower <br /> and related structures. <br /> D. Utilities <br /> 8 <br />
