Electrical and phone services are available from HELCO and Hawaiian Telcom via <br /> underground lines from Paniolo Avenue which will cross the parcel to the project site. <br /> E. Fire/Police Services <br /> Both services are currently available in the area. Both Fire and Police services are <br /> located in the Waikoloa Village area. <br /> F. Solid Waste Management <br /> Construction waste will be transported to the County's land fill by the contractor. No <br /> household type waste is generated by the proposed use. Any green waste will be <br /> disposed of on-site. <br /> SECTION 8—ENVIRONMENTAL CONSIDERATIONS <br /> A. Surrounding Land Uses: <br /> The 12.381 acre parcel encompasses a large area north of Waikoloa Village. The <br /> properties directly north, east, south, and westare zoned RS-10. The properties directly <br /> to the north and west are primarily used as unimproved land, and those properties to the <br /> east and south are used as residential neighborhoods. <br /> B. Soil Characteristics: <br /> From the USDA Soil Conservation Service, "Soil Survey of the Island of Hawaii, State of <br /> Hawaii", the site is located in an area designated as Kawaihae extremely stony very fine <br /> sandy loam, 6 to 12 percent slopes (KNC). The Kawaihae series consists of somewhat <br /> excessively drained extremely stony soils that formed in volcanic ash. Permeability is <br /> moderate, runoff is medium, and the erosion hazard is moderate(USDA, 1973,pp. 26, <br /> Plate 29). <br /> C. Flora/Fauna: <br /> The parcel is sparsely vegetated. There is grass and dirt in the project vicinity. There <br /> appears to be no rare or endangered species of flora and fauna at the location of the <br /> proposed tower site. The applicant, through their environmental consultant, will be <br /> seeking a letter of concurrence from U.S. Fish and Wildlife. <br /> D. Natural Beauty or Environmental Resources: <br /> The County General Plan Natural Beauty element does not list the subject property nor <br /> the immediate area as being an example of Natural Beauty. <br /> E. Archaeological Resources: <br /> The General Plan Historic Sites element does not identify any archaeological resources <br /> on the subject site. No Historic or cultural resources will be impacted by the proposed <br /> 9 <br />
