generated by the proposed telecommunications tower is minimal with <br /> approximately one (1) to four(4)trips generated per mouth. <br /> There area no floodways or drainage ways on the subject property and it is <br /> designated by the FIRM map as Zone "X", outside the 500-year flood plain. No <br /> wastewater improvements are required. All construction will meet the regulations <br /> and standards established by government agencies. <br /> No public expenditures for road, street, sewer, water, drainage or school <br /> improvement or increased police or fire protection are required. The project will <br /> not burden any public agency. <br /> D. Unusual conditions, trends and needs have arisen since the district boundaries <br /> and regulations were established. <br /> In the 1960s and 1970s, when the State's residential district boundaries and <br /> regulations were first established pursuant to HRS Chapter 205, cellular telephone <br /> was unknown. Since that time, cellular telecommunication has rapidly grown to <br /> become the primary telecommunication device for many individuals and <br /> households. Tens of thousands of customers on the Big Island alone, have proven <br /> cellular telecommunication to be a valuable and necessary service. <br /> Continued growth in the cellular industry is expected because of the convenience <br /> for the consumer, cost-effectiveness for both the provider and consumer, and <br /> minimal environmental impacts resulting from the cellular network. <br /> Cellular service providers deliver service to the open ocean areas of the island <br /> where many commercial fishermen use cellular service as their primary <br /> emergency communication system. <br /> It is also part of the civil defense network for the County of Hawai'i, permitting <br /> otherwise unavailable communications during emergencies when line disruptions <br /> could occur, or in areas not served by traditional telephone service. <br /> Recently, Hawai'i has implanted the Enhanced 9-1-1 service, which increased <br /> public safety by requiring wireless telephone carriers to provide 9-1-1 and E9-1-1 <br /> capability. This service provides a caller's accurate location for 9-1-1 calls made <br /> from their wireless phone. <br /> E. The land on which the proposed use is sought is unsuited for the use permitted <br /> within the district: <br /> The subject parcel has limited residential potential. There is a residence for the <br /> church's pastor, but the property is being used mostly for church related activities. <br /> No other residential uses are presently taking place and no other residential <br /> pursuits will be impacted by the proposed action. <br /> 15 <br />
