F. The proposed use will not substantially alter or change the essential character of <br /> the land and the present use: <br /> The site is being used as a residence and church. The proposed action will use <br /> 750 s.f of the 12.381 acre parcel, and will not substantially alter its current use or <br /> the essential character of the land. <br /> G. The proposed use will not be contrary to the goals, policies and standards of the <br /> General Plan and other Applicable document: <br /> The General Plan LUPAG map classifies the property as a Single-Family <br /> Residential Area. The applicant feels that the proposed use would be consistent <br /> with this LUPAG designation based on its alignment with the General Plan's <br /> Economic, Land Use, and Public Utilities Elements as identified and described <br /> below: <br /> 1. ECONOMIC ELEMENT <br /> A. Goals <br /> 1) Provide residents with opportunities to improve their quality of life <br /> through economic development that enhances the County's natural and <br /> social environments. <br /> Now more than ever before, customers are reliant on using mobile devices <br /> as their primary means of communication. The proposed use will provide <br /> improved wireless coverage to the surrounding neighborhoods, school, <br /> and churches; and is consistent with the above Economic Element goal. <br /> 2) Strive for diversity and stability in the economic system. <br /> Verizon strives to improve their network across the island to address <br /> customers' needs, and feels the proposed use will allow them to continue <br /> offering competitive services. The applicant feels that this is consistent <br /> with the County's goal to strive for diversity and stability in its economic <br /> system. <br /> 3) Provide an economic environment which allows new, expanded, or <br /> improved economic opportunities compatible with the County's natural <br /> and social environment. <br /> The proposed use will allow Verizon to strengthen its existing network on <br /> the island of Hawai'i, and provide a viable wireless option to consumers. <br /> The applicant feels this is consistent with this goal. <br /> 16 <br />
