8. General Plan LUPAG MAP: Important Agriculture Lands (ial) and Open (ope) <br /> 9. County Zoning: Agricultural 20-acres (A-20a) <br /> 10. Hamakua Community Development Plan (RCDP): The Hamakua Community <br /> Development Plan was adopted by the Hawaii County Council by Ordinance No. 18-078 <br /> on August 22, 2018. <br /> 11. Special Management Area (SMA): The project is located within the Special <br /> Management Area and the parcel is considered a shoreline parcel, as such, the proposed <br /> development is subject to SMA review. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 12. Subject Property: The property consists of approximately 9.513 acres and is located on <br /> the makai (seaward) side of Old Mamalahoa Highway. The property is roughly square in <br /> shape and contains an old single-family residence on the mauka (landward) side of the <br /> parcel (to be demolished). The property is generally sloping towards the shoreline and is <br /> covered in typical grass and low-stand vegetation common to previously disturbed sugar <br /> cane lands. A coastal cliff(pali) bounds the makai side of the parcel, with a single-family <br /> residence and related development to the north, a County owned parcel and the <br /> Waipunalei Stream bound the southern property boundary, and Old Mamalahoa Road to <br /> the east—bounding the mauka property line. <br /> 13. Surrounding Land Zoning/Uses: The surrounding area is zoned entirely as either <br /> Agricultural 20-acres or Agricultural 5-acres, with only a limited number of surrounding <br /> parcels developed with single family residential structures and related improvements. <br /> 14. Soil Type: Soils within the study area are classified as Hilo hydrous silty clay loam on <br /> 10% - 20% slope. These strongly acidic soils dehydrate irreversibly into fine gravel size <br /> aggregates and have formed over basalt that originated from Mauna Kea Volcano 64,000 <br /> to 300,000 years ago. This soil has historically been used for the cultivation of sugarcane. <br /> 15. Land Study Bureau's Detailed Land Classification System: The project site is listed <br /> as "C" (Fair). <br /> 16. Agricultural Lands of Importance to the State of Hawaii (ALISH) System: The <br /> project site is listed as "prime" (1) on the ALISH Map. <br /> 17. Flood Insurance Rate Map (FIRM): The property is within Flood Zone X and is not <br /> -3- <br />
