• Department of Budget & Fiscal Scivices, City and County of Honolulu <br />• Hawai'i Housing Finance and Development Corporation (HHFDC), State of <br />Hawai'i 0 <br />The federal programs are moving toward performance based funding and although HUD <br />has not mandated performance based outcomes, all counties in Hawai'i have agreed to <br />utilize the HUD "Logic Model" to develop the 2010 -2014 CP. The model identifies <br />HUD goals, problems, activities, and outcomes for the CP. <br />The agencies also agreed to the format and contents of the CP. These agencies agreed to <br />coordinate their efforts and to utilize the same source documents and text for the 2010- <br />2014 CP. This will provide for a more consistent document for all of the counties and the <br />State. The italicized texts are excerpts from the State CP. <br />IV. Citizen Participation <br />A. General <br />The County is required to have a Citizen Participation Plan in its CP (see <br />Appendix G). This plan describes and outlines the County's plan to encourage <br />and inform all citizens, especially persons of very low and moderate income <br />including minorities, non - English speaking and persons of Limited English <br />Proficiency (LEP), as well as persons with mobility, visual or hearing <br />impediments, to participate in the development of the County's CP, along with <br />any amendments to the CP, and the County's performance report. • <br />The citizen participation process as outlined in the Citizen Participation Plan <br />includes public hearings, consultation meetings, 30 -day review and comment <br />period on the County's draft CP, Hawai'i County Housing Agency <br />Meetings/County Council Meeting and a public notice announcing the availability <br />of the County's final CP. <br />B. Public Hearings <br />In September 2009, the County conducted public hearings in Pahala, Pahoa, <br />Kailua -Kona, Honokaa, and Hilo. An overview of the Consolidated Plan process <br />was presented and participants were encouraged to offer input concerning <br />housing, homeless, special needs and community development needs. In an effort <br />to get feedback from as many community members as possible, surveys were also <br />issued. See Appendix C for Public Notices and comments. <br />C. Public and Private .Agencies Consultation Meetings <br />The county held 4 consultation meetings which were attended by public and <br />private service providers. An overview of the draft priorities and goals were <br />presented. The participants then provided input on the county's draft priorities <br />2010 -14 CP Final g <br />
