o Regular inspection by contractor to ensure proper use and disposal; <br /> o Onsite vehicles and machinery will be monitored for leaks and receive regular <br /> maintenance; <br /> o Construction materials, petroleum products, wastes, debris, and landscaping <br /> substances (herbicides, pesticides, and fertilizers)will be prevented from <br /> blowing, falling, flowing, washing or leaching into the ocean; and <br /> o All spills will be cleaned up and properly disposed of immediately after <br /> discovery. <br /> • Unused materials and excess fill (if any) will be properly disposed of at an <br /> authorized waste disposal site. <br /> With regards to flooding, The Federal Emergency Management Agency (FEMA)Flood <br /> Insurance Rate map (FIRM)identifies the parcels as Flood Zone "X" (areas outside of <br /> the 500-year flood). <br /> With regards to historic sites, although no commissioned archaeological survey of the <br /> site was conducted, it is highly unlikely that any historic sites would be found on the <br /> property as the parcels have been previously cleared. However, in the event any <br /> archaeological or historical features are found during any earth disturbance activity, <br /> work will stop within the affected area and appropriate clearances from the State <br /> DLNR-SHPD and County Planning Department will be secured before work resumes. <br /> The General Plan also emphasizes that developments be mindful of an area's natural <br /> beauty. The parcels are located roughly 3 miles from the coast and has no access to <br /> mountainous regions. Residential/agricultural properties surround the site on all sides. <br /> The proposed pavilion and supporting infrastructure will be consistent with single- <br /> family residences and land uses in the area. <br /> Coastal resources and access will not be impacted since the subject property is not <br /> adjacent to the shoreline. <br /> The proposed church facility will offer community services and provide fresh produce <br /> to families in the area, which aligns with the goal of providing public facilities that <br /> effectively service community needs. By providing food and services that improve the <br /> well-being of the community, the church facility will help to meet the community <br /> needs, while remaining in keeping with the environmental and aesthetic concerns of the <br /> area. <br /> Given the above, the project specifically fulfills the following pertinent land use goals, <br /> policies, and standards of the General Plan: <br /> • Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural, and physical environments of the County. <br /> • Encourage the development and maintenance of communities meeting the needs <br /> of its residents in balance with the physical and social environment. <br /> • Encourage urban development within existing zoned areas already served by <br /> basic infrastructure, or close to such areas, instead of scattered development. <br /> 16 <br />
