The proposed project is the most desirable use of this agricultural land, which is not <br /> suitable for commercial agricultural use. The proposed development will be designed <br /> and constructed in conformance with the character of the surrounding neighborhood <br /> and will not result in an intensity of land use that is higher than what is permitted by the <br /> existing zoning. In view of the foregoing goals and policies, it is noted that the <br /> requested Special Use Permit would not be contrary to the County General Plan. <br /> iv. Puna Community Development Plan <br /> Community Development Plans are designed to translate and implement the goals, <br /> policies, and standards of the General Plan as they apply to specific communities and <br /> districts. Additionally, they serve as important framework for a community's intended <br /> outcome and vision and are often used as forum for community input of land-use, <br /> availability of public resources, and overall development. <br /> The Puna Community Development Plan (PCDP)was developed through the <br /> implementation of the 2005 County of Hawaii General Plan. The following goals and <br /> objectives outlined in the PCDP apply to the project area and proposed development. <br /> 3.1.1 Goals <br /> a. Puna retains a rural character while it protects its native natural and cultural <br /> resources. <br /> b. The quality of life improves, and economic opportunity expands for Puna's <br /> residents. <br /> c. Services and community facilities are more accessible in village/town centers <br /> that are distributed throughout the region, including the underserved <br /> subdivisions that have been experiencing higher levels of development growth. <br /> Discussion: The project is designed to preserve the rural character of the area, given its <br /> small-scale nature. Additionally, the project is intended to improve the quality of life of <br /> local families and individuals through the provision of spiritual and physical resources, <br /> including a place of worship and opportunities for food donations. This facility would <br /> be located within an underserved subdivision that has experienced significant levels of <br /> growth in recent years. <br /> 3D. Surrounding Zoning and Land Uses <br /> The subject property is zoned A-Ia. All adjacent land to the north, east, south, and west <br /> are also zoned A-la and contain single-family residences. Surrounding properties are <br /> residential in nature, some with light agricultural use. <br /> 17 <br />
