DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 19. Subject Property: The subject, 2.0-acre property is improved with a 1,525 square-foot, <br /> 3-bedroom dwelling, 6 cabanas, a catchment water tank, and a paved driveway. The <br /> applicants state that agricultural uses on the remainder of the property consist of fruit tree <br /> propagation and livestock pasturing. <br /> 20. Surrounding Zoning/Land Uses: Properties surrounding the subject property are zoned <br /> Agricultural-20 acres (A-20a), with uses consisting of agriculture, farm dwellings, and <br /> vacant lands. The closest residence to the permit area is located approximately 250 feet to <br /> the southeast. <br /> 21. U.S.D.A. Soil Type: Soils on the subject property are classified Hilo hydrous silty clay <br /> loam, 0 to 20 percent slopes. <br /> 22. Land Study Bureau's Detailed Land Classification System: Soils within the project <br /> site are classified as "C" or"Fair" and"E" or"Very Poor" for agricultural productivity. <br /> 23. Agricultural Lands of Importance to the State of Hawai'i (ALISH): The property is <br /> classified as Prime Agricultural Lands. <br /> 24. Flood Insurance Rate Map(FIRM): The property is classified as Flood Zone"X,"(Area <br /> of Minimal Flood Hazard) according to the FEMA Flood Insurance Rate Mapping system. <br /> 25. Flora/Fauna Resources: No formal flora/fauna study was submitted with the application. <br /> The subject property was previously cleared for construction of residential structures and <br /> for livestock grazing activities. According to the applicants, the site's vegetation consists <br /> of fruit trees, including mango, soursop, avocado, acai, lemon, tangerine, mandarin, <br /> coconut, and cacao, in addition to non-native grasses such as guinea grass. In addition, <br /> animal species consist of bird species such as dove, Japanese White-eye, house finch and <br /> myna as well as cats, dogs, and feral pigs. The applicants state it is possible that the <br /> Hawaiian Hawk, Hawaiian Owl, and Hawaiian Hoary Bat are present in the surrounding <br /> area, however there are no known endangered species of plants or animals on the subject <br /> property. <br /> 26. Archaeological/Cultural/Historical Resources: No archaeological or cultural impact <br /> studies were submitted with the application as the subject property has been previously <br /> impacted by ground-disturbing activities associated with residential development and <br /> livestock grazing. The subject site is not adjacent and/or proximate to the shoreline, <br /> -4- <br />
