The proposed development is consistent with the surrounding developed parcels <br /> which include numerous 2-story residential structures. Additionally, there are no views <br /> from the nearest public highway which is located over 5 miles from the site. Open space <br /> resources are primarily the shoreline area makai of the project site which is not easily <br /> accessible due to the heavily eroding shoreline cliffs. <br /> 23. Recreation/Public Access: The historical research and responses outlined in both the <br /> AIS and CIA identified no past or ongoing cultural practices on either Parcel. However, <br /> cultural practices such as fishing and gathering of ocean resources continue to be an <br /> important practice in the wider Maku`u region. Since the Property owners will not <br /> prevent shoreline access, traditional cultural practices within the project and wider area <br /> will not be affected. Staff notes that the geomorphology of the eroding shoreline makes <br /> direct access to the shoreline difficult and hazardous. <br /> PUBLIC UTILITIES AND SERVICES <br /> 24. Access: Access to each residence will be a single driveway from Government Beach <br /> Road. <br /> 25. Water: Each property will be equipped with one (1) potable water well and water lines <br /> for each single-family residence. <br /> 26. Wastewater: Each property will be equipped with one (1) DOH approved Individual <br /> Wastewater System (IWS)for each single-family residence. <br /> 27.
