its business and the regulation of the matters committed to its charge and may <br />review the rules and regulations of the Department. <br />(b) Review the annual budget prepared by the chief of police and may make <br />recommendations thereon to the mayor. The chair of the Commission's budget <br />committee shall work closely with the Department in the preparation of the <br />Commission's budget. <br />(c) Submit an annual report to the mayor, managing director, and the council. <br />(d) Receive, consider, and investigate charges brought by the public against the <br />conduct of the Department or any of its members and submit a written report of its <br />findings to the chief of police. A summary of the charges filed and their <br />disposition shall be included in the annual report of the Commission. There shall <br />be budgeted sufficient funds in the annual budget of the Department for use by the <br />Commission to fulfill the intent of this section. <br />(e) Advise the chief of police on police -community relations. <br />(f) Hire personnel necessary to carry out its functions. <br />(g) Review the Department's operations, as deemed necessary, for the purpose of <br />recommending improvements to the chief of police and the managing director. <br />(h) Evaluate, at least annually, the performance of the chief of police and submit a <br />report to the mayor, managing director, and the council. <br />(i) Appoint or remove the chief of police at its sole discretion. Any motion for <br />removal of the chief of police must contain a statement of reasons, and the <br />Commission shall not vote to remove the chief of police unless the chief of police <br />has been given an opportunity to respond to the statement of reasons at a hearing <br />before the Commission. <br />(j) Except for purposes of inquiry, or as otherwise provided in the charter, neither the <br />Commission nor its members shall interfere in any way with the administrative <br />affairs of the Department. <br />RULE 3. ORGANIZATION <br />(a) The Commission shall be organized as follows: <br />(1) COMPOSITION OF COMMISSION. The Commission shall consist of <br />nine members, one from each council district, who shall be appointed by the <br />mayor with the approval of the council. <br />(2) ELECTION OF CHAIR AND VICE CHAIR. The members of the <br />Commission shall elect annually, in December, a chair and vice chair to <br />serve for the following calendar year.
