[It] <br /> TETRA TECH <br /> County of Hawaii-Statement of Qualifications for Fiscal Year 2025 J <br /> Client(s) Project Name Description Period of <br /> Performance <br /> DOH Solid and Tetra Tech provided program-wide technical support to DOH SHWB UST Division.Provided expert support <br /> Hazardous RCRA Enforcement reviewing remedial alternatives and cleanup action at high priority DOH sites. Designed informational <br /> Waste Branch and Policy brochures, handouts, and poster for National Brownfields Conference. Geocoded 1,500 former sites and 2007 to 2010 <br /> (SHWB)and EPA Assistance developed Google Earth-based geodatabase for easy desktop review and analysis.Helped rectify significant <br /> data quality concerns at the Tripler Army Medical Center UST Site.Prepared QAPrP for UST Division. <br /> Tetra Tech was contracted by HCDA to provide stockpile characterization services at the Kalaeloa Heritage <br /> and Legacy Foundation Park(KHLFP)site,in Kapolei,HI.Approximately 6,000 cubic yards of soil,including <br /> construction and demolition (C&D) debris, was imported by the tenant (Kalaeloa Heritage and Legacy <br /> Foundation)to the site,which is owned by HCDA,without HCDA's approval. HCDA received a notice of <br /> Hawaii Soil Stockpile violation (NOV)from the City and County of Honolulu, Department of Planning and Permitting (DPP)for <br /> Community Characterization- unauthorized stockpiling;therefore, characterization was required to determine proper management of the <br /> Development Kalaeloa Heritage material due to the presence of C&D debris, and the unknown origin of the material. Activities required 2018 to 2020 <br /> Authority(HCDA) and Legacy included:clearing and grubbing of the stockpile;a drone survey of the stockpile to more accurately quantify <br /> Foundation Park the volume of material,and to establish a sampling grid;and sampling of three separate sub-piles using the <br /> Multi-Increment Sampling(MIS)method,with 70 test pits advanced by an excavator for sample collection. <br /> The sample plan required approval by the Hazard Evaluation and Emergency Response(HEER)Office;the <br /> HDOH Indoor and Radiological Health Branch (IRHB); and, HDOH Solid and Hazardous Waste Branch <br /> (SHWB). <br /> Tetra Tech completed a comprehensive update to the State Hazard Mitigation Plan.This was a multi-hazard <br /> Hawaii planning effort covering all of the islands within the state and included representatives from all of the counties <br /> Emergency State of Hawaii as well as subject matter experts and the State Hazard Mitigation Forum.As with all Tetra Tech plans,the <br /> Management Hazard Mitigation cornerstone of this project was a comprehensive risk assessment of hazards of concern.Although given a 2017 to 2018 <br /> Agency(HIEMA) Plan shortened project timeframe,and despite a number of real-world disasters,Tetra Tech integrated stakeholder <br /> input while ensuring the project remained on track and was completed on time, thus ensuring the state <br /> remained eligible for reimbursement and future mitigation funding. <br /> Tetra Tech conducted stakeholder outreach and planning activities in support of rewrites to four major <br /> Hawaii State of Hawaii annexes to the State Emergency Operations Plan (EOP). These Annexes included Search and Rescue, <br /> Emergency Emergency Hazardous Materials&Oil, Mass Casualty and Chemical, Biological, Radiological, Nuclear and Explosive <br /> Management Operations Plan (CBRNE).Tetra Tech worked closely with stakeholders from state and local agencies as well as non-profits 2018 to 2020 <br /> Agency(HIEMA) (EOP)Annex Update and the military to identify and outline points of interface and objectives for managing a response. Key <br /> Stakeholders included the State Department of Health,the National Guard and local fire and police agencies <br /> from the various counties. <br /> PAGE 27 <br />
