Also experienced with environmental <br /> compliance during design, preconstruction, construction, and post- <br /> construction. <br /> SSFM International REPRESENTATIVE PROJECT EXPERIENCE <br /> EDUCATION Kahekili Highway Improvements Environmental Assessment (EA). Preparation of a Hawaii Revised Statutes (HRS) 343 <br /> B.S., Biology, Southwest and National Environmental Policy Act (NEPA) compliant EA for <br /> Texas State University improvements along approximately 3.3 miles of Kahekili Highway from Haiku <br /> (1998) Road to the intersection with Kamehameha Highway on Oahu. The project <br /> Masters of Applied purpose is to reduce congestion, increase roadway capacity, improve highway <br /> Geography, New Mexico safety, and modernize the existing facility, which is heavily congested during <br /> State University (2001) its peak hours. <br /> TRAINING & Paia Relief Route Project Environmental Impact Statement (EIS). Senior <br /> Environmental Planner. Preparation of a HRS 343 and NEPA-compliant EIS <br /> CONTINUING <br /> CCATION for a new road that would improve safety and provide traffic relief to the town <br /> of Paia, Maui by providing a bypass of the community for through traffic while <br /> NEPA and HRS 343 enhancing conditions in Paia for visitors to the downtown area. The project <br /> Environmental Reviews includes an approximately 6.5-mile-long study area from the intersection of <br /> US Army Corps of Hana Highway with Haleakala Highway, through the Town of Paia to west of <br /> Engineers Wetland Maliko Gulch. <br /> Delineation Wailuku River Hydroelectric Plants Long-term Water Lease and Waiau Hydro <br /> Wetland Plant Plant Repowering EA. Senior Environmental Planner. Preparation of a HRS <br /> Identification 343-compliant EA to support Hawaii Electric Light Company's (HELCO) long- <br /> term water lease application to the Board of Land and Natural Resources <br /> US Army Corps of (BLNR). In addition to the long-term water lease, HELCO proposes to repower <br /> Engineers Section 404 the Waiau Hydro Plant in Hilo, Hawaii. Other tasks include managing sub- <br /> Nationwide Permitting consultants conducting Socioeconomic Impact Assessment, Cultural Impact <br /> Assessment, and Stream Habitat Assessment. <br /> Lower Paia Beach Park Parking Lot Design and Permitting. Senior <br /> Environmental Planner. Preparation of an Exemption Declaration under HRS <br /> 343 for paving and striping existing gravel parking lot, as well as adding <br /> lighting. Other tasks include preparation of a Special Management Area <br /> (SMA) Assessment application, Shoreline Setback Assessment application, <br /> and managing sub-consultant conducting Archaeological Inventory Survey. <br /> Guam and CNMI Military Relocation (2012 Roadmap Adjustments) <br /> Supplemental EIS/OEIS. Deputy Project Manager. Preparation of a <br /> supplemental EIS under NEPA for the U.S. Marine relocation from Okinawa, <br /> Japan to Guam. Project included analysis of impacts associated with siting of <br /> a main cantonment/family housing area and a live-fire training range complex. <br /> Tasks included management of project scoping, Draft EIS, public hearings, <br /> Final EIS, Record of Decision, and Mitigation and Monitoring Plan. <br />
