<br /> As Project Manager for TxDOT Statewide stormwater management,Mr.Hart received EPA and State approval to combine TxDOT's 15 Individual and 19
<br /> General NPDES MS4 permits into a single Statewide permit to streamline and reduce costs of existing stormwater program implementation through ease of
<br /> implementation and reporting,and in compliance with Section 402 of the CWA.The final combined permit was issued on November 30,2016,and included
<br /> the EPA negotiated removal of wet-weather monitoring and Trash Reduction Plan monitoring from TxDOT's permit requirements avoiding anti-backsliding
<br /> perception and has saved TxDOT over$2,500,000.00 annually in monitoring and reporting costs.Project cost was$2,000,000.
