He has managed and conducted project planning,impact analysis,and permitting for a wide variety of projects throughout California,and most recently Hawaii.Some key areas of experience include large-and small-scale renewable energy construction projects;high-voltage transmission line construction, upgrade,and maintenance projects;county-and region-wide planning for renewable energy siting; water quality analysis and GIS-based erosion modeling;oil and gas regulation and planning; military planning and development projects; Low Impact Development and stormwater management projects;wastewater and water infrastructure projects;and water rights application support. 19.RELEVANT PROJECTS Kona Open Space Network,County of Hawaii,Department of Planning,Kona,HI Ongoing Environmental Planner.Matt assisted with identification of existing open space elements and development of project alternatives for the County's open space network pilot program in the Kona district of Hawaii Island("Big Island").The project a. alternatives focused on fulfilling community-identified needs,closing gaps in the existing open space network,and focusing on implementable projects that could be enjoyed by the community in the near-to-mid-term.These alternatives were evaluated against defined criteria and then selected and ranked based on stakeholder input.The ranked alternatives will be joined to form an open space network plan for Kona.This plan will include identification of funding sources and strategies for implementation.Matt contributed his expert knowledge of open space networks and trail design to identify viable alternatives that could add value to the existing network and be implemented in a reasonable timeframe. Environmental Planner.Matt is providing regulatory analysis and planning support for the demolition of two utility bridges crossing Moanalua and Kalihi Streams and treatment of the abandoned 36"force main. Environmental permitting includes analysis of in-water work in a Conservation District,which requires several federal and state permits. Electrification of Transportation Consulting Services;Hawaiian Electric Company,Inc., Oahu,Maui County,and Hawaii Island, HI Ongoing Project Manager.Matt is managing this electrification of transportation project that includes two electric vehicle(EV) C. infrastructure pilot programs to accelerate the electrification of vehicles on Oahu,Maui County,and Hawaii Island.The work includes planning and design for new or improved infrastructure on both the utility side and the customer side of the meter to facilitate an expanded EV charging network on the islands.Jacobs is leveraging the expertise of local civil and electrical engineers to provide fast response and turnaround times and a strong familiarity with local permitting requirements and processes.
