Community Planning <br /> (Land Use Codes/Studies, Form Based Codes) <br /> PBR HAWAII provides professional services in the fields of regional, community, and urban <br /> planning. In our planning process, we emphasize community context, historic, cultural, and <br /> natural resource analyses, land use compatibility, government plans, policies and regulations, <br /> infrastructure support requirements, and a well-coordinated, multi-disciplined team approach to <br /> meet the individual needs of our clients. <br /> PBR HAWAII integrates its physical planning experience with its entitlement processing <br /> experience to produce land use and design frameworks to guide future development. These <br /> frameworks take the format of long-range plans, community plans, form-based codes, and design <br /> guidelines for both public sector and private clients. <br /> Regardless of format,the principles are often similar and include: <br /> • Work with community to understand and develop a vision for the area and devise plans <br /> that support that vision; <br /> • Identify the range of place types spanning from natural areas to be protected, to lower <br /> density development areas and higher-density development areas; <br /> • For higher-density development areas, initiate or encourage a focused gathering center. <br /> This is often a place-defining feature such as a plaza; <br /> • Coordinate land uses and transportation alternatives to support desired lifestyles and <br /> mitigate impacts to the environment; <br /> • Encourage a mix of uses within a pedestrian-shed radius around the center to create a <br /> more dynamic place with a reduced need to drive; <br /> • Regulate building placement for more pedestrian-friendly street fronts; <br /> • Regulate street types and streetscapes to accommodate all users and modes of transport; <br /> • Manage parking—where possible encourage multimodal transportation alternatives and <br /> shield parking behind other uses, disincentivize driving, and implement smart pricing to <br /> influence turnover rates; <br /> • Devise regulating plans that translate a master plan into a tool that strategically regulates <br /> the above principles only where it matters. <br /> A workable code or set of guidelines should be readable with helpful graphics, concise, easily <br /> administered, and should not stifle creativity. <br /> Since form-based codes are relatively new to Hawaii, PBR HAWAII often teams with nationally- <br /> recognized firms to adapt emerging concepts to local conditions.
