llt TETRA TECH <br /> County of Hawaii-Statement of Qualifications for Fiscal Year 2025 <br /> Client(s) Project Name Description Period of <br /> Performance <br /> Through this on-call services contract, Tetra Tech provides strategic planning and permitting services for <br /> Hawaiian Electric projects. Tetra Tech works closely with Hawaiian Electric staff to provide planning and <br /> permitting support on a wide range of projects, including those related to substation, power plant, <br /> transmission and distribution line,and communication facilities.Specific tasks include analysis of anticipated <br /> Hawaiian Electric Strategic Planning permitting requirements and potential environmental impacts, development of strategic permitting plans, <br /> Company,Inc. and Permitting preparation of environmental reports and permit application packages, and agency and stakeholder 2018 to present <br /> Services engagement.Regulatory compliance efforts relate to a variety of federal,state and county permits,including <br /> Clean Water Act Section 404 permitting,Section 401 Water Quality Certification,Conservation District Use <br /> Permits,Special Management Area(SMA)Use Permits,and Conditional Use Permits.Tetra Tech staff have <br /> also developed and presented training programs for Hawaiian Electric staff specific to environmental and <br /> land use permit requirements. <br /> The Kupono Solar Project is a 42 MW solar photovoltaic and 168 MW-hour energy storage system located on <br /> the West Loch of Joint Base Pearl Harbor Hickam(JBPHH).Tetra Tech has provided ongoing planning and <br /> Bright Canyon Kupono Solar Project permitting support for the project through the initial competitive bidding process with Hawaiian Electric 2020 to present <br /> Energy Company as well as the subsequent project development process.Tetra Tech also conducted key technical <br /> due diligence studies,including a biological resources survey and delineation of Waters of the U.S.,as well <br /> as provided community outreach support. <br /> Tetra Tech was contracted by Kaimana Environmental Solutions LLC to conduct a biological survey to <br /> support an Environmental Assessment for the proposed expansion of the existing Hale Makua Rehabilitation <br /> Kaimana Facility in Kahului, Maui involving construction of a new rehabilitation facility and associated infrastructure. <br /> Environmental Hale Makua Project Tetra Tech conducted and reported results from a biological survey to characterize existing plant and animal 2021 <br /> Solutions,LLC (Subcontractor) habitat within the Project area and determine whether federally or state-listed plant and/or animal species <br /> were present or had the potential to occur and could be impacted by construction or operation of the Project, <br /> including providing recommendations to avoid and minimize impacts to federally and state-listed species. <br /> Ko'olaupoko,a region stretching from Waimanalo to Kualoa,is one of the most vulnerable communities on <br /> Oahu from a critical infrastructure perspective. In particular,this windward area is vulnerable to prolonged <br /> disruptions of electricity,communications,transportation,and other life-sustaining necessities in the face of a <br /> major hurricane.To identify vulnerabilities and prioritize actions to improve community resilience,Hawaiian <br /> Electric Company convened a series of meetings with community and government leaders, critical <br /> Hawaiian Electric Ko'olaupoko infrastructure owners, and emergency management and response agencies. The Ko'olaupoko Community 2019 to 2021 <br /> Company,Inc. Resilience Initiative Resilience Initiative, which was modeled after the Community Resilience Building Workshop Guide <br /> developed by The Nature Conservancy and National Oceanic and Atmospheric Administration(NOAA)Office <br /> for Coastal Management,sought to raise awareness of the risks and with community input,explore ways to <br /> strengthen the resilience of the Ko'olaupoko community through short-and long-term actions. Tetra Tech <br /> provided support for the planning team, assisted with strategy development and meeting execution, <br /> documented the key results and provided a summary report for the stakeholders. <br /> PAGE 8 <br />
