llt TETRA TECH <br /> County of Hawaii-Statement of Qualifications for Fiscal Year 2025 <br /> Client(s) Project Name Description Period of <br /> Performance <br /> The Missile Defense Agency(MDA)Homeland Defense Radar Project is one component of MDA's worldwide <br /> missile defense system and is intended improve homeland missile defense for Hawaii and the broader Pacific <br /> region. It involves construction and operation of a radar system to identify,track, and classify long-range <br /> ballistic missile threats in mid-course flight;an in-flight interceptor communication system that would connect <br /> with defense control and interceptor facilities;and associated support facilities and infrastructure.Based on a <br /> Missile Defense preliminary siting process conducted by MDA,potential locations considered for the project include Kuaokala <br /> Hawaiian Electric Agency Homeland Ridge and Kahuku Training Area on Oahu, and the Pacific Missile Range Facility (PMRF; located near <br /> Company,Inc. Defense Radar Kekaha on the west side of Kauai)and dismissed the Kuaokala Ridge site from further consideration.Tetra 2018 to 2021 <br /> Project Tech provided independent review and assessment of the permitting requirements and advised Hawaiian <br /> Electric Company on the permitting process for the required substation and associated electrical <br /> infrastructure. In addition to evaluating the State and local regulatory requirements, Tetra Tech staff <br /> participated in a multi-day design charette and interfaced with the MDA team regarding the regulatory <br /> compliance strategy.Additional tasks included review and input to the due diligence and technical resource <br /> documents, including those related to biological and archaeological surveys, cultural assessments, and <br /> community outreach. <br /> Tetra Tech is providing strategic planning and permitting support for the Kuihelani Solar Plus Storage Project <br /> on the island of Maui.The Project consists of an approximately 60-megawatt(MW)ground-mounted solar <br /> photovoltaic (PV) and battery energy storage system (BESS) and related interconnection and ancillary <br /> facilities.Tetra Tech is responsible for conducting or overseeing a wide range of due diligence studies and <br /> associated agency consultation, including biological resource surveys for vegetation and wildlife(including <br /> AES Distributed Kuihelani Solar Plus federal and state listed species),delineation of Waters of the U.S.(including wetlands),visual simulations, Sept 2018 to <br /> Energy Storage Project glare analysis,archaeological investigation,cultural impact assessment,and a Phase I Environmental Site present <br /> Assessment. In addition,Tetra Tech also evaluated the regulatory requirements and developed a strategy <br /> permitting approach as needed to achieve the aggressive implementation schedule for the Project. Tetra <br /> Tech was responsible for preparing and submitting application for the necessary land use approvals, <br /> including a County Special Use Permit.Through the permitting process,Tetra Tech helped to develop and <br /> execute detailed plans to address sensitive biological and archaeological resources, as well as Important <br /> Agricultural Lands(IALs),and is assisting with permit compliance. <br /> Tetra Tech is providing strategic planning and permitting assistance to AES Distributed Energy for a <br /> 30-megawatt storage project in the Waikoloa District of Hawaii.Tetra Tech is responsible for conducting or <br /> overseeing a wide range of due diligence studies and associated agency consultation, including biological <br /> AES Distributed Waikoloa Solar Plus resource surveys for vegetation and wildlife(including federal and state listed species),delineation of Waters Sept 2018 to <br /> Energy Storage Project of the U.S.,visual simulations,glare analysis,an archaeological investigation,a cultural assessment,and a present <br /> Phase I Environmental Site Assessment. In addition, Tetra Tech evaluated the potential permitting <br /> requirements and developed a strategic permitting approach. Consistent with this approach, Tetra Tech <br /> provided support to AES Distributed Energy with obtaining the necessary federal,state,and local permits,as <br /> well as compliance with the applicable permit conditions. <br /> PAGE 9 <br />
