llt TETRA TECH <br /> County of Hawaii-Statement of Qualifications for Fiscal Year 2025 <br /> Client(s) Project Name Description Period of <br /> Performance <br /> Na Pua Makani Wind project is located near Kahuku,Oahu.Tetra Tech led the environmental permitting and <br /> planning for the project which included a NEPA EIS, HEPA EIS, a joint federal and state Habitat <br /> Conservation Plan(HCP)for Incidental Take Permit(ITP)and an Incidental Take License(ITL),and county <br /> discretionary permits.To support the HCP development and NEPA process,Tetra Tech conducted desktop <br /> and field-based analyses for biological resources, visual impacts, shadow flicker, air quality impacts, and <br /> Na Pua Makani noise impacts, and oversaw the preparation of technical studies focused on traffic and transportation, <br /> Na Pua Makani Wind drainage,archaeological and cultural resources.The analysis in the EIS focused on the impacts associated <br /> Power Partners, Project with construction and operation of the wind project as well as impacts from the issuance of an ITP and 2013 to present <br /> LLC approval of an HCP, including the impacts of implementing avoidance and minimization measures and <br /> mitigation on the protected species covered under the HCP. Tetra Tech led agency coordination and <br /> negotiation efforts in support of the development of the HCP, completion of the NEPA and HEPA <br /> environmental review processes,and acquisition of local permits and approvals.Tetra Tech supported Na <br /> Pua Makani Power Partners with environmental compliance during construction and has continued this <br /> support into the operational phase of the project which began in 2019. <br /> The Hawaiki Submarine Cable Project is a submarine fiber optic telecommunications cable system extending <br /> Hawaiki from Australia to the U.S.Mainland and making landfall at several locations including Kapolei on Oahu.Tetra <br /> Submarine Cable Tech completed a HEPA EA to assess the potential environmental impacts of the project in both the <br /> LP terrestrial and marine environments.Tetra Tech prepared and processed a Pre-Construction Notification to <br /> Hawaiki Submarine obtain a Nationwide Permit 12 authorization from the Honolulu District, U.S. Army Corps of Engineers <br /> Cable (USACE), and prepared an Essential Fish Habitat (EFH) Assessment for the National Oceanic & 2015 to 2017 <br /> Tyco Electronics Atmospheric Administration (NOAA). Tetra Tech also led permit acquisition of various state and county <br /> Subsea permits including a Conservation District Use Permit,Submerged Lands Lease,Section 401 Water Quality <br /> Communications Certification,Special Management Area Use Permit,Shoreline Setback Variance,and Noise Variance.Tetra <br /> LLC Tech previously conducted a permit feasibility study and risk assessment for the cable system which included <br /> a permit tracking matrix. <br /> Tetra Tech supports Kawailoa Wind Power LLC in managing the overall HCP compliance and <br /> Kawailoa Wind, implementation of the post-construction mortality monitoring at the operational Kawailoa Wind Farm.As part <br /> LLC(D.E.Shaw of our ongoing responsibilities in performing compliance activities,Tetra Tech conducts carcasses searches <br /> Renewable Kawailoa Wind Farm and bias correction trials,primarily using trained dogs accompanied by their handlers.Tetra Tech prepares 2015 to present <br /> Investments) compliance reports, such as quarterly and annual HCP reports and Migratory Bird Treaty Act reporting <br /> requirements and leads agency coordination and meetings.
