<br />a 2006 Annual Report to the Mayor

<br />Introduction
<br />Pursuant to Section 2 -217 of the Hawaii County Code, 1983 (2005 Edition), (see
<br />Attachment 1), the Hawaii County Public Access, Open Space, and Natural Resources
<br />Preservation Commission is submitting this 2006 Annual Report and the Prioritized List -Land
<br />and/or Property Entitlements for Acquisition (December 27, 2006) (hereinafter referred to as the
<br />"Prioritized List ") to the Mayor. (See Attachment 2). The Prioritized List is an island -wide
<br />listing based on public input and the Commission's evaluation of the merits and urgency for
<br />acquisition of the various properties submitted.
<br />Since the submittal of the Commission's initial report and prioritized list (dated April 5,
<br />2006), several properties from this list have been strongly considered by the County for
<br />acquisition through the Public Access, Open Space, and Natural Resources Preservation Fund.
<br />Consequently, resolutions from the County Council were adopted that authorized the
<br />Administration to enter into negotiations for the acquisition of parcels at the Waipi`o Lookout
<br />Point (Resolution No. 427 -06), Kawa`a (Resolution No. 451 -06) and Punalu`u Beach Park and
<br />Adjacent Lands (Resolution No. 452 -06). In addition, a resolution was passed pertaining to the
<br />preservation of numerous historic and cultural sites located on the Puapua`a parcel (Resolution
<br />a No. 404 -06). Likewise, the Mayor, Administration, and County personnel have been working
<br />diligently in accomplishing the potential acquisition of the afore - mentioned properties as
<br />previously identified by the Commission.

<br />Commission Meetings
<br />OSince the submittal of the initial report in April 2006, the Commission conducted
<br />monthly meetings alternating between Hilo and Kona and received additional suggestion forms
