7. The Applicant notified the Department that the second notice of application filing <br /> was sent to surrounding property owners on July 12, 2024. <br /> 8. On July 19, 2024, the Department sent a background report and the Planning <br /> Director's recommendation on the Application to the Windward Planning Commission for their <br /> review at the September 5, 2024 hearing on the matter. The background report included <br /> comments received from the following agencies: Police Department, State Health Department, <br /> Department of Environmental Management, and Department of Public Works-Engineering <br /> Division.
