City and County of Honolulu, County of Kaua`i, County of Maui, and the County of <br /> 187 Hawai`i Responsibilities <br /> 188 6) Counties wishing to use this agreement shall comply with the Professional <br /> 189 Qualification Standards (Stipulation III) and Personnel Training (Stipulation IV) <br /> 190 requirements for Certified Project Managers and meeting the United States Secretary <br /> 191 of the Interior's (SOI) Qualified Professionals ("SOI Qualified Professional(s)") <br /> 192 responsible for managing and supervising said projects, and with Stipulation VII <br /> 193 (project review) resulting in findings of No Adverse Effect or determinations that <br /> 194 projects do not qualify as Tiered Activities covered by this Agreement. Non- <br /> 195 qualifying projects shall be subject to the Section 106 Process per 36 C.F.R. §800.3 to <br /> 196 800.13. <br /> 197 <br /> 198 III. PROFESSIONAL QUALIFICATION STANDARDS <br /> 199 A. HDOT and the Counties shall ensure that all work related to historic bridge reviews under <br /> 200 the terms of this Agreement will be performed by professionals who are Certified Project <br /> 201 Managers and SOI Qualified Professionals in their respective roles as defined below. <br /> 202 i. Certified Project Managers are personnel who have successfully completed training in <br /> 203 implementation of this agreement and passed a test as described in Stipulation IV <br /> 204 (Personnel Training). Certified Project Managers may undertake historic bridge <br /> 205 reviews to determine if a proposed undertaking meets the terms and conditions of the <br /> 206 Tiered Activities (Appendix A) and document a finding of No Adverse Effect for Tier <br /> 207 1 and 2 activities per Stipulation VII (Project Review). Certified Project Managers <br /> 208 will attend continuing education workshops in the use of the Agreement. <br /> 209 ii. SOI Qualified Professionals are Architectural Historians, Historic Architects or <br /> 210 Archaeologists who meet the Secretary of the Interior's Professional Qualification <br /> 211 Standards in their respective disciplines (36 C.F.R. Part 61; Appendix A and 48 <br /> 212 Federal Register 44738-44739). In addition, archaeologists must have a SHPD permit <br /> 213 to perform archaeology in the state of Hawai`i. <br /> 214 An SOI Qualified Architectural Historian or SOI Qualified Historic Architect shall <br /> 215 lead training in the implementation of this agreement per Stipulation IV(Personnel <br /> 216 Training).
