3. Have such other powers and duties as may be provided by law, not in conflict <br />with the provisions of Section 7-3.2 of the Charter. <br />4. Designate a chairperson and vice chairperson by the affirmative vote of a <br />majority of all members of the Commission, whose term shall be from <br />January to December. In the absence of the chairperson and vice chairperson, <br />the most senior member will preside. <br />5. Transact business only when a majority of the members are present at the <br />meeting, and who constitute a quorum. <br />B. Any Decision and Order of the Commission shall have the force and effect of law. <br />Violations of such Decision and Order shall be subject to disciplinary action. <br />C. In addition to powers provided by law, the Commission shall have the power to: <br />1. Conduct hearings, regulate the course and conduct of the hearing and issue <br />notices. <br />2. Administer oaths and affirmations as administered by the presiding <br />chairperson. <br />3. Consolidate or sever proceedings; provided that those actions shall be <br />conducive to the ends of justice and shall not unduly delay the proceedings or <br />hinder, harass or prejudice any party. <br />4. Subpoena or compel the attendance of witnesses and to examine witnesses. <br />5. Receive evidence, and to exclude evidence which is irrelevant, immaterial, <br />unduly repetitious or cumulative, and accordingly, may restrict lines of <br />questioning or testimony, except that the Commission or Board and each <br />member thereof shall not be bound by the strict rules of evidence. <br />6. Remove disruptive individuals. <br />7. Rule on motions and dispose of procedural matters. <br />D. The Commission shall also have the power to: <br />1. Enact emergency rules in the event of national, State or local emergency, for <br />the health, safety or welfare of the public or the protection of life and property <br />for the duration of the emergency. <br />2. Prescribe by rule, the conditions of employment of all classes of licenses. <br />3. Set conditions on licenses and permits, including hours of operation, and to <br />prescribe by rule, the procedure to amend such conditions. <br />18 <br />
