Conclusion <br /> Many reasons and arguments have been presented as to why these proposed uses should be <br /> considered unreasonable for our community. It also touches upon many of the challenges <br /> created by the County's Special Permit process as it currently exists why the State Land Use <br /> Commission believes that Boundary Amendments instead of Special Use Permits (AKA "Spot <br /> Zoning") is a much better method of managing growth and development that is consistent with <br /> the General and Regional Plans. <br />
