Hawaii County Scenic Resources Inventory and Mapping Project <br /> other criteria for amending the boundaries are met as well. In addition, Hawaii County <br /> may want to consider other protective overlays used in other jurisdictions to ensure its <br /> mauka and agricultural views are protected. <br /> County of Napa, California <br /> Napa County has adopted a Viewshed Protection Program to protect the quality of its <br /> scenic resources. The program implements the goals and polices of the Napa County <br /> general plan including its land use, open space, conservation, circulation and scenic <br /> highway elements. The program is codified as Chapter 18.106, "Viewshed Protection <br /> Program" of the County's zoning ordinance (See: Appendix A, "Napa County Viewshed <br /> Protection Program"). Section 18.1206.010 states that the program is intended to <br /> accomplish the following: <br /> A. Provide hillside development standards to minimize the impact of man- <br /> made structures and grading on views of existing Iandforms, unique <br /> geologic features, existing landscape features and open space as seen <br /> from designated public roads within the county; <br /> B. Protect and preserve views of major and minor ridgelines from designated <br /> public roads; <br /> C. Create a development review process that maximizes administrative, staff <br /> level approval of projects which meet administrative standards, while also <br /> providing a vehicle for review by the zoning administrator or planning <br /> commission of those projects that do not meet the administrative <br /> standards; <br /> D. Minimize cut and fill, earthmoving, grading operations and other such <br /> man-made effects on the natural terrain to ensure that finished slopes are <br /> compatible with existing land character; and <br /> E. Promote architecture and designs that are compatible with hillside terrain <br /> and minimize visual impacts. <br /> Scenic Resource Protection Programs and Strategies Page 111 <br />
