Hawaii County Scenic Resources Inventory and Mapping Project <br /> Views towards the horizon along the South Kona coast. <br /> Implementation <br /> The Viewshed Protection Program is implemented through the County's zoning <br /> ordinance. The ordinance applies to building, erosion control and grading permits <br /> located on a slope of fifteen percent or more or on minor or major ridgelines as defined <br /> by the ordinance. <br /> The Director of the Conservation, Development and Planning Department, or the <br /> Director's designee, is responsible for determining if the project meets the <br /> administrative criteria and substantially conforms to the Design Manual. If the project <br /> does not meet the criteria, the Director may transmit the application to the Napa Valley <br /> Conservation Commission and the Commission must grant an exception pursuant to <br /> Section 18.106.070.
