Hawaii County Scenic Resources Inventory and Mapping Project <br /> Commission must find that conformance would produce greater visual impacts and <br /> greater impacts to existing landforms. Moreover, the Commission must find that <br /> measures have been taken to mitigate the project's visual impacts. <br /> Program Elements <br /> Major program elements include: <br /> • Standardized application and approval process. The process is <br /> codified in the County's zoning ordinance, which clearly describes how <br /> visual impacts are evaluated, potential mitigative measures and how <br /> applications are processed. <br /> • Viewshed Protection Program Application Packet. Among the <br /> program's application content requirements are: 1) Proposed site plan, 2) <br /> Topographic map/preliminary grading plan, 3) Building/structure <br /> elevations, 4) Landscaping and/or vegetation retention plan, 5) Exterior <br /> lighting plan, and 6) Visual impact analysis. The Visual Impact Analysis <br /> may include one or more of the following: <br /> ■ Story poles (the temporary placement of a mock wooden skeleton <br /> in the general shape of the building, then draping plastic orange <br /> snow fencing around the roofline to portray the visual prominence <br /> and bulk of the proposed structure); <br /> ■ Computer simulation; <br /> ■ Photomontage; <br /> ■ Picture or visual as viewed from designated public road at point(s) <br /> where the structure(s) is/are visible; <br /> ■ Appropriately scaled model; and <br /> ■ Additional views or materials as required by staff from other <br /> vantage points. <br /> • Design Manual. The Design Manual is defined in the Napa County <br /> Viewshed Protection Program ordinance as follows: <br /> "Design Manual" shall mean the manual entitled <br /> "Viewshed Protection Manual" on file with the Napa <br /> County conservation, development and planning <br /> Scenic Resource Protection Programs and Strategies Page 113 <br />
