Hawaii County Scenic Resources Inventory and Mapping Project <br /> Program Elements <br /> Major program elements include: <br /> • Standardized review and approval process. The RHOD process is <br /> codified in the Town's overlay district ordinance, which clearly describes <br /> which projects are considered to have "minor" impacts and which are <br /> considered to have "significant impacts"; projects having significant impacts <br /> are subject to DRB review. The ordinance also contains standards and <br /> guidelines for determining potential impacts to vantage points and for guiding <br /> development in a manner that minimizes its impact upon scenic resources. <br /> • Application Submission/Content Requirements. Among the program's <br /> application submission/content requirements are materials that may include: <br /> 1) Site development plan, 2) Grading plan, 3) Lighting plan, 4) Visibility <br /> studies, 5) Stormwater management/erosion control plan, 6) architectural <br /> plans and renderings, 7) Access plan, and 8) Slope analysis. Visibility studies <br /> may include viewshed analysis, line of site sections, site photography and <br /> other means to assess the visual impact of the proposed application. On site <br /> measures such as plywood and pole mock-ups, and survey tape layout of site <br /> elements may also be required in the event the site is deemed to be sensitive <br /> by the DRB. <br /> • Standards and Guidelines. The RHOD ordinance contains Standards and <br /> Guidelines that the Applicant, Staff and the DRB rely upon to mitigate scenic <br /> resource impacts. The ordinance defines the following terms as follows: <br /> "Adverse" indicates a negative impact on an <br /> identified resource. "Undue Adverse" indicates that <br /> the proposed development violates one or more of <br /> the Standards set forth in this ordinance and that the <br /> impacts cannot be mitigated. <br /> Standards are statements that express the <br /> development and design intentions of this overlay <br /> district. All development within this district must <br /> comply with these standards. The Standards reflect <br /> Scenic Resource Protection Programs and Strategies Page 16 <br />
