Merit Appeals Board <br />January 30, 2025 <br />MR. OKINAKA: I specifically did not discuss with DHRno. <br />MR. HONG: Who did? <br />MR. OKINAKA: I think it was <br />MR. HONG: If anyone. <br />MR. OKINAKA: —one of —either the Fire Chief or the Deputy Fire Chief. They were in <br />communications with Department of Human Resources. <br />MR. HONG: And what, if anything, were you told about those communications? <br />MR. OKINAKA: Gosh, not much of anything. It wasn't anything that stands out. The one <br />thing that did come back to me was something about 5%. <br />MR. HONG: I mean, 5% in relation to what? <br />MR. OKINAKA: The final score or the ranking, `cause yeah, the score, the actual score. <br />MR. HONG: Could you explain that to us? <br />MR. OKINAKA: So, when we rank our candidates after the entire assessment, they all have <br />scores. They're scored and then the highest score is the top rank, the lowest score is the bottom <br />rank. <br />So, with the way it was presented to me, is the way the language in the CBA is if all things are <br />relatively equal, seniority shall prevail or something to that effect. That's the only information <br />that we had or, at least, I had, when I conducted the interview and finalized the scoring and <br />ranking. <br />Upon the grievance process and when it came to our to the department, back from HGEA <br />and then the inquiries that the Chief went back and forth with, with DHR.
