OKINAKA: I mean, it eventually goes to them when the process the promotion because <br />they handle all the personnel paperwork, but as far as making a final decision, that's all internal. <br />MR. HONG: So, when Jonah was promoted to the position, there's that Personnel Action <br />Form back in the day it was, like, half-a-pageI think it was pink or —was that another color. <br />But, anyway, that would reflect the promotion, the change in SR rating, the change in pay, <br />right —you remember those? <br />MR. OKINAKA: Correct. I think it's the Form 13 possibly <br />CHR. CABANAS: Form 13. <br />MR. OKINAKA: Yeah. It's our HR process that paperwork. I don't —we don't —me, <br />specifically, don't handle that. I just do the recruitment, scoring, and present the names to our <br />HR, and they handle all the processing. <br />MR. HONG: So, that paperwork from your department —'cause my understanding if it's still <br />correct in terms of the process that form goes to DHR, right? <br />MR. OKINAKA: Correct. <br />MR. HONG: And the Director has to sign it or the Director's representative has to sign it. <br />MR. OKINAKA: I believe so —yes. <br />MR. HONG: And when that happened, how long was it before you were notified that, "Oh, <br />there was a problem." <br />MR. OKINAKA: So, we were notified of the grievance after we posted the promotion. Once we <br />post the promotion, I guess, candidates were not happy, so they'll grieve. It happens. <br />MR. HONG: So —but my client was already working on the job for about, what —three months <br />before he was put back to his WSO 11 position? <br />MR. OKINAKA: A few months yeah, I don't know the exact timeframe but —yes, a few <br />months at least. Yeah. <br />MR.
