These centers provide physical, social, <br /> governmental, and economic concentrations and easier access to services, <br /> recreation, and employment activities." <br /> They never mention their exact plan for implementing a TOD plan on page 86. <br /> They don't give any ideas of how they will increase public transportation. The bus <br /> system has been breaking down for years and is rarely on time. They are not clear on <br /> what they mean by this at all. They say, "are encouraged." <br /> Big Island's public transportation needs to be addressed. How can the island create <br /> better public transportation? They don't explain how they want to help public <br /> transportation. <br /> Big Island's infrastructure also needs to be seriously addressed because traffic is <br /> increasing monthly without any sign of helping the infrastructure to accommodate <br /> the increase in traffic. <br /> 12 <br />
