3. Discussion Notes: <br /> a. Waiaka Stream is all important and must be protected. <br /> i. Best Management Practices. <br /> ii. Mitigation Measures. <br /> b. Cultural and Archaeological Monitoring during field work and construction. <br /> c. Interpretative Signage. <br /> i. Recommend: Draft by A&E in coordination with Kuulei (CRC). <br /> d. Intent of CRC is to remain a consulting party. <br /> e. The previously existing Waiaka Church is not identified within the Project <br /> Area. The Church is considered to have existed within the HPA School <br /> boundaries. CRC and HPA do not know the complete history of the Waiaka <br /> Church, but it was built by Father Damien before he departed to Kalaupapa, <br /> Molokai. At some point following, the Church was destroyed by fire. (Possibly <br /> HPA has records in the Parker Ranch Research Project files.) <br /> f. Existing Burials and Graves are not identified within the Project Area, and are <br /> considered to be within the HPA School boundaries. Unknown, but possibly <br /> associated with the Waiaka Church. CRC had recommended consultation with <br /> lineal descendants,including Mrs. Robertson. <br /> g. Existing Stream Gauge identified as historical feature within the Project Area. <br /> h. CRC recommends including with the Project: restoration for any damage <br /> caused by the Project to the Existing Rock Wall (dry-stack) at general <br /> boundary with Project Area, by the completion of the DOT Highways Project. <br /> i. Lots of traffic through this area as witnessed during the PIG. <br /> j. During the Temporary Road and Bridge part of the Project, traffic heading <br /> east from North Kohala and Kawaihae will require a noticeable maneuver that <br /> may not be ideal for vehicles hauling trailers. <br /> k. Waiaka Bridge will be demolished by standard concrete work methods using <br /> machines and tools. No blasting. <br /> 1. The area immediately south of Kawaihae Road and including the DHHL <br /> property is not usable for Staging, as Existing Terraces have been discovered. <br />
