BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT(Include scope,size,and cost) <br /> Scope: Laupahoehoe Park is located on the Hamakua Coast on the northeast side of the Island <br /> of Hawaii, approximately 25 miles north-northwest of Hilo. The park contains a boat launch <br /> ramp facility and protective 250-foot-long breakwater built in 1988. The site is exposed to rough <br /> trade wind seas and north swells, and the condition of the boat ramp has deteriorated. In the <br /> summer of 2009, the launch ramp was closed due to hazardous conditions, including erosion of <br /> deep grooves in the ramp surface, exposed reinforcing rebar, and loss of traction. Sea <br /> Engineering, Inc. (SE) and Arnold T.
