Ozoa (808) 587-0256 Land and Natural Resources 22.BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope,size,and cost) Project Background: The State of Hawaii Department of Land and , Natural Resources (DLNR) and the U.S. Environmental Protection Agency (EPA) have entered into a Consent Agreement and Final Order (CA/FO) to develop a list of Target and Non-Target Properties that may contain Large Capacity Cesspools (LCC) and then to further investigate whether LCC are present. Element Environmental, LLC (E2) is acting as the independent third-party auditor tasked with developing a list of Target and Non-Target Properties that may contain LCCs, perform site ts-._q visits to determine whether LCC are present on those Target Properties, and to provide recommendation on wastewater alternatives, including _ _ _ T, schematic wastewater system designs and cost estimates. Project Scope: E2 is conducting the audit in three phases by island(s): _ Phase I - Oahu; Phase II - Kaui/Maui/Molokai; and Phase III - Hawaii `i4111-' '> Island. In preparation for conducting the statewide audit, E2 prepared two planning documents; 1.) Target/Non-Target Property Work Plan, and 2.)Inspection Work Plan. ti The Target/Non-Target Property Work Plan included the site list for LCC investigation, detailed procedures, and records for review. E2 validated . .. the non-target list provided by the DLNR in accordance with 43.b.iii & iv, in accordance with the documentation required to comply with 44a. of the CA/FO, and developed a schedule for completion of the list. i •;, The Inspection Work Plan detailed the inspection procedures for all tt�. Target Properties, as outlined on the approved EPA Target list, to determine the presence, or absence, and location of an LCC. E2 developed maps of Target Property locations, outlined the list of historical resources/databases to be investigated, developed checklists forte historical review and on-site inspections, and developed a project and inspection schedule, and summary of deliverables for completion of the inspections of the Target Properties. __ 1151111 E2 is conducting the statewide audit according to the work plan, and is preparing inspection completion reports as follows. ➢ Phase I - Island of Oahu: "EPA Docket No. UIC-09-2022-006 'm Inspection Completion Report -Phase I(Oahu)" was submitted in December 2023. Thirty-four (34) subject leases were evaluated, some of which were comprised of multiple Tax Map Keys (TMKs). Of those leases surveyed, four (4) were found to have LCCs. For three (3) of those properties with LCCs, the construction and installation of an Individual Wastewater System (IWS) was recommended. For one (1) property, the recommendation was to connect to the nearby existing sewer system.
