<br /> Dr.Tamara Luthy is a staff anthropologist at SWCA's Hawaii and Pacific Islands Office. She has worked in the field of cultural resources management for
<br /> over 3 years and has been involved for an additional 2 years in natural resource management and botanical research within the state of Hawai'i. Dr. Luthy is
<br /> proficient in undertaking archival ethnohistoric research,conducting oral history interviews,and coordinating focus groups and community consultation. She
<br /> is experienced with federal and state historic preservation statutes and regulations including the National Historic Preservation Act,Section 106 and Hawaii

<br /> the guidelines established by the 2000 Hawaii Supreme Court decision and involve the identification of cultural, historical,and natural resources of
<br /> value to Native Hawaiians located within the Water Use Permit area,and the extent to which traditional and customary Native Hawaiian rights are

<br /> Emma owned lands located within the ahupua'a of Kawaihae 2 and Ouli on the island of Hawaii.This effort will involve conducting research on the
<br /> ethnohistory of the two ahupua'a and a literature review of the archaeological studies that have been conducted to date within them.The report
<br /> produced to document this research will provide baseline data to assist QEL in managing its Kawaihae lands and will help identify information gaps
