NAVFAC Pacific FY20 Special Project RM 14-1240 Repair Lima Wharf,Apra <br /> Harbor, Naval Base Guam. The objective of the project was to upgrade the wharf for <br /> berthing submarines. The project included hazardous material and surface and <br /> subsurface existing conditions survey. During the hazardous material survey, <br /> polychlorinated biphenyls (PCB) contaminated electrical manholes were found due to <br /> leaking from Paper Insulated Lead Covered (PILC) cables. MNA prepared <br /> environmental mitigation measures and specifications to address contaminated soil and <br /> PCB, and contributed to design requirements, hazardous material mitigation plans, cost <br /> estimate, and specification. <br /> 10. USACE FY16 AFSOC103002-SOF Airfield Pavements, Kadena Air Base, Okinawa, <br /> Japan. MNA provided environmental services, including existing conditions survey and <br /> design support for this project on Kadena Air Base. The project site included five <br /> airfield aprons with concrete revetment walls, security fencing, a new proposed road, and <br /> utilities including water, sewer, electric, and drainage. MNA reviewed existing reports <br /> provided by the installation, including previous natural resources survey reports, <br /> asbestos-containing material (ACM) survey reports, PCB-containing and impacted <br /> material investigation reports, archaeological survey reports, and environmental review <br /> documents. Environmental concerns included hazardous building materials, including <br /> ACM, lead paints, and PCB- and mercury-containing electrical equipment in the existing <br /> utilities; potential presence of petroleum-impacted soil near or beneath abandoned fuel <br /> lines and under the concrete slab in the airfield, potential presence of PCB-impacted soil; <br /> documented cultural resources; protected species within/near the project boundary; and <br /> munitions and explosives of concern (MEC). MNA documented environmental <br /> requirements in design submittals including basis of design, cost estimate, and <br /> specifications. <br /> 11. NAVFAC Pacific FY19 MCON PROJECT P-295, ORDNANCE OPERATIONS, <br /> Andersen Air Force Base, Joint Region Marianas, Guam. MNA provided <br /> environmental services for development of the DD1391 planning document. In <br /> preparation for the design charrette, MNA coordinated with the host installation EV <br /> function and researched various environmental topics including mitigation requirements <br /> from the existing environmental impact statement(EIS); environmental requirements <br /> from Guam Environmental Protection Agency; requirements related to <br /> archeological/cultural resources, natural resources, MEC concerns; required <br /> environmental permits; and presence/absence of site contamination, hazardous <br /> materials/waste, and/or hazardous environmental conditions; and respective mitigation <br /> measures. MNA documented environmental requirements in the final DD1391. <br /> In 2018, MNA participated in the design charrette and conducted a hazardous material <br /> survey. MNA prepared in-brief slides, meeting minutes, and the charrette report to <br /> document existing conditions at the site. The hazardous material survey identified ACM, <br /> 5 <br />
