Myounghee Noh &Associates, L.L.C. dba MNA Environmental <br /> Statement of Qualifications—July 2025 <br /> Typhoon Mangkhut struck the CNMI on 10 September 2018, causing a state of <br /> emergency to be declared throughout the islands. On 17 September 2018, MNA <br /> mobilized to the cycad plots on Tinian to assess damage from the typhoon. The site <br /> inspection revealed a 73%recovery. Some cycad plants were crushed by fallen trees and <br /> branches in Plots 1, 3-16, 21, and 24, with the most damages observed in Plot 15. While <br /> the 73%post-typhoon cycad recovery is admirable, timely site cleanup and a treatment of <br /> wounded plants are needed, as the stressed cycad plants may be more vulnerable to <br /> diseases and insects. <br /> 5. NAVFAC Marianas, Environmental Technical Services for Haputo Partulid Snail <br /> Predation Study, Haputo Ecological Reserve Area, Finegayan, Guam. As prime <br /> contractor, MNA managed the project schedule, secured site access, and procured and <br /> coordinated with an expert snail biologist. MNA prepared the work plan and accident <br /> prevention plan for government review and approval. MNA utilized the field data, <br /> collected by the snail expert and MNA's support staff, to prepare the draft and final <br /> reports for NAVFAC approval. The reports were delivered and contract completed ahead <br /> of the schedule. <br /> 6. NAVFAC Pacific, Construction Capacity Analysis, Tinian, Commonwealth of the <br /> Northern Mariana Islands (CNMI). MNA and the AE team conducted a site visit and <br /> to meet with various regulatory agencies and CNMI government officials to collect <br /> information on the existing conditions, processes and requirements for development and <br /> construction, and challenges faced by current construction and foreseen in future <br /> construction. MNA conducted background research and drafted the environmental <br /> section of the construction capacity analysis. The report provided a quantitative analysis <br /> of environmental resource impacts anticipated in four pre-determined scenarios based on <br /> construction thresholds. <br /> 7. University of Guam Cultural Repository Facility, Lot 5372-3A, Maga, Municipality <br /> of Mangilao, Island of Guam. MNA conducted a U.S. DOD Office of Economic <br /> Adjustment NEPA compliant environmental assessment for the construction of a cultural <br /> repository on Guam. Supported OEA and the University of Guam to develop purpose <br /> and need for the proposed action and alternatives. Completed pre-consultation with <br /> stakeholders. Led agency consultation with the Guam State Historic Preservation Office <br /> (SHPO)for National Historic Preservation Act(NHPA) Section 106 compliance, and the <br /> U.S. Fish and Wildlife Service for Endangered Species Act(ESA) Section 7 compliance. <br /> Prepared Draft EA for public and agency review and Final EA for an agency issued <br /> FONSI. <br /> 8. NAVFAC Hawaii FY15 MCON P-861, Facility Modifications for VMU, MWSD and <br /> CH53E, Marine Corps Base Hawaii, Kaneohe,Hawaii. The project site was located <br /> within a former fuel farm and active fuel storage tank. MNA provided site assessment <br /> including soil sampling and hazardous material survey for the areas to be disturbed and <br /> documented project requirements associated with managing contaminated soil and <br /> groundwater. MCBH Hawaii is classified as a Radon Potential Category 1 Area. MNA <br /> addressed radon testing and mitigation measures for the building design and prepared a <br /> bid package including basis of design, cost estimate, and specification. MNA also <br /> provided post-contract award service (PCAS). <br /> 4 <br />
