Regular Session Minutes <br />September 19,2025 <br />Page 10 <br />Recess was called at 11:53 a.m., and the meeting reconvened at 12:14 p.m. <br />(Vice Chair Bertsch left the meeting) <br />Motion to reconvene open session made by Commissioner Buckman, seconded by <br />Commissioner Botelho,with no discussion, and it carried unanimously. The regular <br />session reconvened at 1:06 p.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />Investigation of Complaints: <br />o HPC 25-23: Complainant alleges officers have not responded to her repeated calls, <br />no follow-up was conducted, and expresses dissatisfaction with how her case was <br />investigated(cont. 7/18/25). Commissioner Tavares motioned to continue this to the <br />next meeting. Seconded by Commissioner Botelho, with no discussion, the motion <br />carried unanimously. <br />o HPC 25-31:Complainant alleges wrongful arrest, denial of medical care, and <br />mishandling of property(cont. 8/22/25).Chair Robinson noted that the matter was <br />continued because Commissioner Botelho had recused herself,and there was no <br />quorum to take action at the previous meeting. He inquired whether any <br />commissioners present had not attended the last meeting to hear testimony. <br />Commissioner Tavares stated he was absent but hadreviewed the written record. <br />Commissioner Buckman noted he had questions related to criminal law. <br />Chair Robinson suggested that the complaint could benefit from further review, as <br />there may be procedural lessons for the department. Commissioner Lacerte moved <br />to refer the matter to the chief for procedural and operational concerns. <br />Commissioner Buckmanseconded the motion. With no further discussion, the <br />motion carried unanimously. <br />Request for Representation by Corporation Counsel: <br />o Correspondence No. 25-15: Request for Representation in Case No. 3DSS-25- <br />0000027(cont. 8/22/25). Chair Robinson stated that the requesterrequested an <br />extension. Commissioner Botelho movedto continue. Seconded by Commissioner <br />Lacerte, with no discussion, the motion carried unanimously. <br />AGENDA ITEMS FOR NEXT MEETING <br />Chair Robinson asked if there were any items to add to the next agenda. <br />It was agreed that the commission would include the following items: Review of the Police <br />Chief Recruitment Process and Review and Finalization of the Interrogatory Questions for <br />Police ChiefCandidates. <br /> <br />
