Merit Appeals Board June 24, 2025 <br /> <br /> <br /> <br />when we’re looking at the layout and the different fields and the different screens within the <br />system—it’s helpful for them to be able to see it on their own monitor. Have we not had those <br />laptops, we wouldn’t—it wouldn’t be as easy of a process. <br /> <br />CHR. CABANAS: And these are—the managers, they’re attending or support staff as well? <br /> <br />MS. TOKIHIRO: Support staff as well, yeah. So, it’s our Admin. Services Division—that is <br />where most of the support staff—in addition to the manager because that’s all of those personnel <br />processes and that auditing process—all the forms and things like that. <br /> <br />But this software also has engaged—there’s a learning component which is, basically, the <br />training area where you can register everybody for the training courses that are offered. So, <br />that’s included engagement from our Health and Safety Division because they provide a lot of <br />County training; our Equal Opportunity/ADA Coordinator, she does training so she’s been <br />involved with that; and then Jenny, also from our Personnel and Organizational Development <br />Division, has been engaged. <br /> <br />So, in different aspects, every division has been engaged so far. Recruitment hasn’t been as <br />engaged in this process so far, but that’s because we aren’t using the software or their recruiting <br />tool. We’re going to continue to use NeoGov. So—but they’ll be getting involved shortly, in the <br />coming months. <br /> <br />So, it’s been a big collaborative effort that has really tapped every division of HR. <br /> <br />CHR. CABANAS: Mm-hmm. So, how will this work because right now you have the payroll <br />personnel form—known as the “Form 13”—and it’s usually initiated by a line department and it <br />comes to the Admin. Services Division staff. <br /> <br />MS. TOKIHIRO: Mm-hmm. <br /> <br />CHR. CABANAS: So, how is this going to work? Still going to have the Form 13? <br /> <br />MS. TOKIHIRO: No paper. <br /> <br />CHR. CABANAS: Oh, wow, that’s wonderful. <br /> <br />MS. TOKIHIRO: Yeah. So, it’s going to a paperless system. So, the actions will be initiated in <br />the system by the department and then it will be audited by our Admin. Services Division, but <br />we won’t have the paper. <br /> <br />So, it’s a huge process change and while we’re happy to go paperless, there’s some concern as <br />far as checking and monitoring and so—but we’re excited and we’ll see how it goes. <br /> <br />Page 14 <br /> <br /> <br />
