YouthCommissionMeeting Minutes <br />October 28, 2025 <br />22, 2025, which was seconded by Commissioner Halemanu. The motion was <br />carried by a vote of 8:0. <br /> <br />b. Approval of the regular meeting minutes of September 23, 2025. <br />Chair Konanui-Tucker called for public testimony. There being no public <br />testimony, the meeting continued as follows. <br /> <br />Action: Chair Konanui-Tucker called for a motion to approve. A motion was made <br />by Commissioner Tominaga to approve the regular meeting minutes of <br />September 23, 2025, which was seconded by Commissioner Rudo. The motion <br />was carried by a vote of 8:0. <br /> <br /> <br />CHAIR ANNOUNCEMENTS <br />None <br /> <br />BUSINESS <br />a. Press Secretary Report <br />None <br /> <br />c. County Council Report by Council Member Jennifer Kagiwada <br />1) The H has proposed state legislative <br />priorities for 2026, which include: <br />i. Requesting the Department of Education to make recreational <br />facilities accessible to the public during non-peak hours and on <br />non-school days. <br />ii. Affirming Counties' authority to regulate the sale of cigarettes, <br />tobacco products, and electronic smoking devices. <br />iii. Advocating for funding to support enforcement and awareness <br />regarding gun violence protective orders. <br />iv. Proposing the creation of a state Homeless Services Fund. <br />v. Supporting workforce development initiatives for green jobs, food <br />systems specialists, and county government positions. <br />2) Update on County Council Bills/Resolutions <br />i. Council Bill 83: A bill aimed at prohibiting plastic and polystyrene <br />food and service ware was amended by the County Council Policy <br />Committee on October 8. It has been forwarded to the Council for <br />consideration on December 3, following a hearing at the <br />Environmental Management Commission which is preparing a letter <br />of support. <br />ii. Council Resolution 320-25: A resolution expressing support for due <br />process and the protection of constitutional rights for all County <br />multiculturalism and its immigrant heritage, was unanimously <br />passed during the Council meeting on October 22. <br /> <br />2 <br /> <br /> <br />
