<br />Merit Appeals Board July 18, 2025 <br /> <br /> <br /> <br /> <br />RECONVENE: The meeting reconvened at 9:29 a.m. in open session. <br /> <br />Communication No. 25-05, Received On June 12, 2025, From Appellant, Appealing The <br />Following Action By The Hawaiʻi County Office Of The Mayor: An Employment Action <br />Taken Under Chapter 76, Hawaiʻi Revised Statutes (Board Action Required: Setting A <br />Hearing Date And Deadlines For Submittal Of Documents) <br /> <br />CHR. CABANAS: Okay, everyone, we’re back in open session—it’s 9:29 a.m. And as <br />discussed in our closed session with Mr. Kalilikane and his Union Agent Ms. Jodi Sumera; and <br />Mr. Mark Disher from the Office of the Corporation Counsel—the appeal for Ms. Steven <br />Kalilikane, Jr., was dismissed. <br /> <br />So, let’s go back to our agenda. We are now going to proceed with the hearing for Mr. Tony <br />Enriquez—Ms. Gibo and Mr. Halvorson, I’ve been asked to check with you if there should be a <br />motion in an open session to dismiss Mr. Kalilikane’s appeal. <br /> <br />MR. HALVORSON: Not necessary. <br /> <br />SPEAKER: (Inaudible.) <br /> <br />CHR. CABANAS: Yes, and that’s what I did. <br /> <br />MR. DISHER: I think the difference if it goes executive session, you would have to do <br />something outside of executive session. <br /> <br />CHR. CABANAS: But it was a closed session. <br /> <br />MR. DISHER: But it’s closed— <br /> <br />CHR. CABANAS: Yeah. <br /> <br />MR. DISHER: —there’s still a record of this case. It’s not like it’s just for the privacy of the <br />individual. <br /> <br />CHR. CABANAS: So— <br /> <br />MR. DISHER: That’s why I think that’s why it’s not a problem that there was a vote done <br />during closed session. <br /> <br />CHR. CABANAS: I mean—can you speak a little louder? <br /> <br />MR.
