Hawaii Police Commission <br />Meeting Agenda <br />December 19, 2025 <br />Page 2 <br />remainingaspects of the selection process, which includesbutisnot limited to:the <br />timeline andprocess of selecting candidates to interview, which includes ranking the <br />candidates’written responses to questions they receivedfrom the Commissionand <br />selecting which candidates to interview; the interview process, including interview <br />questions;and the selection and appointment process.The Commission may enter a <br />closed executive session under HRS§92-5(a)(4) to consult with the board's attorney <br />on questions and issues pertaining to the board's powers, duties, privileges, <br />immunities, and liabilities related to the selection process of the Police Chief. <br />NEW BUSINESS <br />Per <br />Rule 3 (a)(2) of the County Police Commission’s Rules of Practice and <br />Procedure, the members of the Commission shall elect annually, in December,a chair <br />and vice chair to serve for the following calendar year. <br />Permitted Interaction Group (PIG):Discussion regarding the three-member PIG <br />formed on August 30, 2024, which was created to review and recommend amendments <br />to the Police Commission’s Rules of Practice and Procedure.The Commission terms <br />of two PIG members end December, 2025; therefore, these two Commissioners will <br />automatically cease to be PIG members. The Commission will decide whether to take <br />the report of the PIGat this meeting and then create a new PIG, or allow the PIG <br />created on August 30, 2024,to continue with onemember. <br />EXECUTIVE SESSION(CLOSED TO THE PUBLIC) <br />For the following agenda items, the Commission will meet in executive session to consider <br />charges against officers or employees of the police department, where matters affecting <br />privacy will be involvedand may consult with the board’s attorney on questions and issues <br />pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities <br />pursuant to HRS§92-5 (a)(2)(4)-20 (b). <br />CONSIDERATION AND INVESTIGATION OF COMPLAINTS(EXECUTIVE SESSION – <br />CLOSED TO THE PUBLIC) <br />HPC 25-38: Complainant alleges employee was rude and unprofessional. <br />HPC 25-40:Complainant allegesharassment by officers following multiple traffic <br />citations. <br />REQUEST FOR REPRESENTATION BY CORPORATION COUNSEL(EXECUTIVE <br />SESSION –CLOSED TO THE PUBLIC) <br />Correspondence No. 25-18: Humberto Michael Arguello v.
