<br />Salary Commission September 24, 2025 <br /> <br /> <br /> <br />MS. FRENZ: So, what I did is the paragraph that starts, “The County of Hawaiʻi Salary <br />Commission considered all of the above information and determined it was necessary to be <br />competitive”—move that to, right behind— <br /> <br />st <br />MS. NAMAHOE: July 1, 2024. <br /> <br />MS. FRENZ: Correct. So, old Number 10 is now going to say—right after our— “Covered <br />Positions have not and currently are not scheduled to receive any increase in salaries since July <br />1, 2024.” <br /> <br />The next paragraph would now be, “The County of Hawaiʻi Salary Commission considered all of <br />the above information and determined it was necessary to be competitive with the current <br />compensation of Covered Positions to ensure the County’s ability to both retain and recruit <br />qualified employees.” <br /> <br />MS. NAMAHOE: Right. <br /> <br />MS. FRENZ: So, then our next paragraph— <br /> <br />MS. NAMAHOE: —“Notes that quite often the department heads and deputy department heads <br />are suffering from salary inversion”—because that above information is kind of an introduction <br />to what’s now Number 10, and what’s now Number 12. <br /> <br />So, it goes, “Covered Positions have not and currently are not scheduled to receive any <br />increase”—then, “County of Hawaiʻi Salary Commission consider all the above information <br />determined it was necessary”—then it goes into, “The Salary Commission notes that quite often <br />department heads and deputy heads”— <br /> <br />MS. FRENZ: Okay, I’m with you. <br /> <br />MS. NAMAHOE: Got it? <br /> <br />MS. FRENZ: Got it. <br /> <br />MS. NAMAHOHE: Thank you. <br /> <br />MS. TOKIHIRO: Just a point of clarification. After this body made that last inflationary <br />increase and then the 5% increase as of July 1, 2024—that was intended to reduce those <br />inversion instances. So, I don’t know if this paragraph now, given the current situation after <br />those other adjustments—I don’t know that it is quite often occurring anymore but may—this <br />body may want to recognize that inversion may occur. <br /> <br />CHR.
