PAVAO: That’s the way to effectuate change is to move the Charter amendment process, <br />yeah. <br /> <br />MS. OTSUKA: And if there’s anything else that any of us can do, please let us know because <br />we don’t know—I don’t know what you go through. I don’t know what you really can and <br />cannot do or shouldn’t do. <br /> <br />So, yeah, it would be good to know if I have something to take to the Charter—I mean, the <br />County Council. <br /> <br />CHR. PAVAO: Thank you very much. <br /> <br />MS. NAMAHOE: Thank you. This is civic training for all of us. <br /> <br />MS. OTSUKA: Me, too. <br /> <br />MS. NAMAHOE: For us sitting here on this Commission, interfacing with the public, and <br />making sure that we’re doing the right thing—and that’s all we’re trying to do. <br /> <br />Again, we’re working with an elegant solution and I coulda, woulda, should’ve—but it’s not in <br />our purview to make decisions going forward. All we can do is come up with solutions that <br />seem as reasonable as possible and then hold them all accountable. <br /> <br />MS. OTSUKA: So, would it have been prudent to even—rather than four years, just to give one <br />year at a time? <br /> <br />CHR. PAVAO: The justification for four years is because the collective bargaining units—the <br />Unions—have recently agreed and signed a four-year contract. So, we kind of maintained parity <br />within those four years, so that there wouldn’t be that— <br /> <br />MS. OTSUKA: Right. <br /> <br />CHR. PAVAO: —same situation we had before where union members are making more than <br />the deputy directors in their department. <br /> <br />MS. OTSUKA: So, are the four-year contracts for the union people the same as an <br />administration? Is that the same four years we’re talking about? <br /> <br />CHR. PAVAO: Basically, what we did was, we used the same percentages that the HGEA <br />Bargaining Unit 13 had.
