Findings of sufficient evidence leading to <br />department recommendations are based on a preponderance of evidence, <br />however, findings of insufficient evidence may still lead to an associated <br />recommendation. The Commission encourages clarifying statements and <br />relevant information not covered in the complaint form. The Commission <br />reviews complaints and officers' written statements prior to the meeting. <br />Officers are strongly encouraged to attend meetings and provide statements. <br />Should aspects of statements need to be subsequently verified, the <br />Commission may hold over a determination to the next meeting. [NOTE: This <br />item partially addresses the audit finding of the need for more specifics and steps <br />in Commission investigations. The BURDEN OF PROOF text in RULE 6.
