Findings of sufficient evidence leading to department recommendations are based on a preponderance of evidence, however, findings of insufficient evidence may still lead to an associated recommendation. The Commission encourages clarifying statements and relevant information not covered in the complaint form. The Commission reviews complaints and officers' written statements prior to the meeting. Officers are strongly encouraged to attend meetings and provide statements. Should aspects of statements need to be subsequently verified, the Commission may hold over a determination to the next meeting.
