ORGANIZATION <br />(a) (1) COMPOSITION OF COMMISSION The Commission shall consist of nine <br />members, one from each council district, who shall be appointed by the mayor <br />for a term of five years with approval by the council. <br />[Add The orientation and training of newly appointed commissioners shall <br />consist of assigned readings to include a thorough knowledge of this document. <br />Additional readings shall be assigned by the Commission Chair to include <br />relevant sections of the Hawaii County Charter (beginning with Section 7-2.2. <br />Police Commission), HPD General Orders, Written Directives., and SHPO <br />Agreement. [Perhaps John can fill in some essential readings] Initial orientation <br />shall also include briefings by County Counsel on the Sunshine law and ethics <br />as a minimum. Attendance for at least one monthly Commanders' Meeting is <br />required with the annual Hawaii State Law Enforcement Officials Association <br />conference and or state Police Commissions meeting strongly encouraged for <br />all. [somewhat satisfies an audit requirement] <br />(a) (3) TRANSACTION OF BUSINESS A majority of the Commission, five <br />members, shall constitute a quorum for the transaction of business. <br />[Add (5) DISCIPLINE AND OR DISMISSAL OF MEMBERS Absence from two or <br />more meetings in a twelve month period will initiate counselling by the Chair <br />or Vice Chair. Any perceived conflicts or inappropriate actions by a Commission <br />member shall be reviewed in consultation with County Counsel and reported to <br />the office of the Mayor. [Do we need this?
