Hawaii Police Commission Meeting Agenda March 20, 2026 Page 2 V.NEW BUSINESS Correspondence No. 26-04 Appointment of Deputy Police Chief Memorandum from Police Chief Reed Mahuna regarding his selection of Assistant Chief Sherry Bird for appointment to the position of Deputy Police Chief. Pursuant to PoliceChief with the confirmation of the Police Commission. The Commission will discuss and take action on the proposed appointment. Commission’s Secretary Position The Commission will discuss the status of the Commission’s Secretary position, including the upcoming vacancy and the absence of a backup position or contingency plan. The Commission may consider possible options and take action asappropriate. Discussion regarding the Performance Evaluation of the Police Chief The Commission will discuss and possibly make decisions regarding evaluation of the Police Chief’s performance, including: (1) when to conduct the evaluation; (2) evaluation criteria; (3) evaluation process; and (4) any other matters related to the evaluation. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved and may consult with the board’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities pursuant to HRS § 92-5 Charter Section 13-20 (b). VI.CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION–CLOSED TO THE PUBLIC) HPC 26-01:The complainant alleges that the officer’s conduct was hostile.
