March 131h, 2026 <br />Department of Liquor Control, County of Hawaii <br />Hilo Lagoon Centre, 101 Aupuni St., Unit 230 <br />Hilo, HI 96720 <br />Re: Request for Liquor Application Extension for DaWhip Sando Shop and Bar <br />County of Hawaii Liquor Commission, <br />With all respect to the liquor commission for the county of Hawaii, we are requesting a 6-month <br />extension for our permanent liquor license application under Rule 4-2-M due to the following <br />circumstances: <br />• A request by the County of Hawaii Department of Public Work for a change of <br />occupancy and building use reclassification <br />Please note that the building was originally classified as a B2 retail building, with which our <br />original understanding had the same building code requirements for a category B small assembly <br />space with which we operate the DaWhip as. However, the Department of Public Works has <br />requested updated as -built drawings and plans stamped by licensed architect and engineers to <br />update the building classification and type of occupancy. To accommodate this request by <br />Department of Public Works we have engaged the following parties: <br />• Maryl Construction, Inc. <br />• Kahiau Design Group, LLC <br />• Hale Hawaii Design, LLC <br />All drawings and plans have been completed and stamped by the required architect and <br />engineers. A permit for the change in occupancy and building classification has been submitted <br />under PW.B2025-002830 with the Department of Public Works. We are currently waiting for <br />one last reviewer to approve the plans (with the remaining 9 other reviews completed) to receive <br />the fully approved permit. We expect the final permit approval by the end of March 2026. We <br />plan to immediately request inspections from the Fire Department and Public Works. We already <br />have approval signature from the County of Hawaii Health Department. <br />We have put in significant effort and resources to satisfy the different agencies of the County of <br />Hawaii and are within months of approval from the Department of Public Works and Fire <br />Department for this liquor application.
